To mitigate future problems with their pipelines and facilities, WSSC implemented an aggressive asset optimization plan at the cost of $20 million to take place in four phases over several years. As part of this effort, they sought out decision support software and services. WSSC chose PowerPlan to support their asset optimization and capital planning program. PowerPlan is meeting the needs of the WSSC with its Asset Investment Optimization suite.
The Project
The first phase was completed in four months. During this phase, PowerPlan installed the software and configured the model based on WSSC’s current asset optimization best practices and documented procedures. PowerPlan loaded the data for over $15B worth of assets and then reviewed and validated the solution with WSSC.
In the second phase, PowerPlan worked closely with the core team at WSSC, integrating the system to the various source systems for assets and condition, including Oracle WAM (Work and Asset Management), Esri GIS and others. Then the investment plans were regenerated using real-time data, and validated to ensure consistency with the historical plan using live data.
The final phase of the project was to allow WSSC staff to utilize the flexibility of the PowerPlan solution to make improvements to the historical model. By putting the elements of asset optimization into the hands of WSSC’s systems managers, the planning process becomes flexible, repeatable, and much more economical and efficient.
Finally, the PowerPlan system was deployed to WSSC’s new IBM WebSphere 8.5 and Oracle Exadata framework–the first application at WSSC to be deployed to this high-speed framework.

The project was completed prior to the projected completion date, within the allocated budget, and WSSC system staff are now in full control of their asset investment processes.
